ARTICLE I
Name, Purpose and Polity
Name: This Church
or Order shall be called Order of Nazorean Essenes, or Order of O:N:E:.
The Order is composed of various levels, and various arrangements of levels,
each with their own subtitle or subtitles: The highest being the Amun-il
Order; the middle monastic being called Bnia-Amin,
or Devotess of Amin; and the lowest being Manichaean Orthodox Church
. The Order reserves the right to use various spellings of the above names,
as well as other names, in official documents and communications.
Purpose: The avowed
purpose of this Church and Order shall be to worship a Father and Mother
Deity under the name of Aumen or Hiya (Life), to preach the Nazirutha gospel
of Yeshu (Jesus the Nazorean) and Miryai (Mary Magdalene) and to celebrate
the Nazorean Sacraments; to build coed Monasteries and to realize Nazorean
fellowship and unity within this Church and Monastic Order; to render loving
service towards mankind; and to strive for righteousness, enlightenment
and peace.
Polity: The government
of this Order is vested in one or the other of the Amma and Abba of the
Order who are designated as either the Abbot or Abbess, in accordance with
the Nazorean tradition, and in accordance with the provisions of these
by-laws exercise the right of control in all its affairs.
Origin: The Order
was organized on January 25, 1981 at Saratoga Hot Springs, Utah by Davied
Israel, aka Abba Yesai Nasrai and is an attempted restoration of primitive
Nazorean and Manichaean Gnosticism.

ARTICLE III
Creed & Canon
Creed by
which this Order distinguished itself as a distinct Order and by which
members may judge their convictions:
"I believe in One secret
and ineffable Amin, our Abba and Amma Everlasting, Creator and Creatrix
of all goodness, both visible and invisible.
I believe in One Mashiha,
Yeshu-Miryai, the Firstborn Seed of Amin, by whose Light and Love mankind
might be redeemed and return to Amin, Who for the elect descended down
from the Bridal chamber above into matter, and were crucified and resurrected
upwards, taking us their seed with them through type and token. Having
ascended into the highest heaven, and again become one with Amin, reaching
downward unto us their earthly church, calling us home to the glory which
awaits us. And I believe in the advent of the Paraclete, the Light-Mind
of the Dawnborn Family, and in one holy and Gnostic Order of Nazorean Essenes,
in whose womb the elect are reborn. I confess her one system of Endowments
and Ordinances for the deification of mankind, and I await the resurrection
of my soul through her Messianic Mysteries, and exaltation and deification
in the Aeon to come. Amen."
Canon: The canon
is non-fixed, and is composed of 32 Primary, 32 Secondary, and 32 tertiary
Sacred Scrolls of the Order.
ARTICLE IV
Membership
Types of Membership:
Associate Membership.
Any person who for personal reasons wishes to participate in the life or
association of the Order of Nazorean Essenes without receiving the benefit
of full membership via baptism may be received as an associate member upon
request. Such members have the right to receive correspondence courses
sponsored by the Order and other services.
Oblates: Associates
of the Monastic Orders not under formal vows, or non-baptized residents
of Order communities.
Full Membership: Baptized
members of the Manichaean Orthodox Church of Yeshu and Miryai who have
received the 1st Gate from an authorized agent of O:N:E:.
Qualification for
Membership: The qualifications for full membership in the Order of
Nazorean Essenes is that one be a vegan follower of Miryai and Yeshu sincerely
desiring to be a part of Their Order. Any person who shall be recommended
by the officer appointed over this process as having met this qualification
either upon baptism and confession of faith, or reaffirmation of faith
shall be received as a member of this Order. Persons with membership in
another Order may be simultaneously received as members of the Order of
O:N:E: if the Order determines that such dual membership does not conflict
with the obligations of membership in this Order.
Obligations and Rights
of Membership: The action of becoming a fully initiated (baptized)
member is one of covenanting with others to strive to live a compassion
orientated Nazorean lifestyle to the best of their circumstances, to share
in the fellowship and the work of the Church or Order, to attend the regular
worship of the Order when possible, to contribute to the financial support
and outreach of the Order and to nurture concern for one's fellow members,
and for one's fellow men and women in general. Each member accepts the
vow to a vegan diet and the Creed of the Order as set forth in Article
II. Any member shall be eligible for advancement within the Order , or
any elective or appointive office within the Order, as long as they meet
the minimum standards set for each Gate and office.
Status of Members:
Status and seniority within full membership is determined by the level
of active initiation (Gate or Degree) possessed by the member.
Notice to appear before
an officer or council.
Members. A notice
of a required meeting, the day and hour thereof, and the purpose for which
the meeting is called shall be sent to each member by reasonable
means.
Any member may respond
in writing to charges, setting aside the right to personally appear and
speak in their own behalf.
Any member refusing
to respond to a request for meeting will be considered out of harmony with
the Order and shall have their membership weighed.
Inactive Membership:
Any member whose whereabouts cannot be ascertained or who willfully neglects
his obligations of membership shall, upon review, be transferred by the
Clerk to the inactive roll. At any time, by further review or request,
such names may be returned to the active roll by the Clerk. Persons
remaining on the inactive list for more than three years may be removed
from the Order mailing list but only those inactive members shall be removed
from the membership rolls whose withdrawal or resignation from membership
has been reasonably ascertained.
Voluntary Withdrawal
of Membership: Any member or Oblate who so desires will be issued a
letter of transfer or a certificate of standing by the Ginziya (Bishop).
All letters of transfer or certificates of standing shall be addressed
to specific Ginziya of churches and shall be valid for six months
from the date of the letter. Any member who requests to be relieved from
his Covenant obligations because of change of faith or for other reasons
may have his request granted upon the recommendation of an officer. Any
member may resign from membership by notifying the Ginziya in writing of
such resignation.
Excommunication:
The Ginziya have the right to terminate the membership of any lay
individual (Gate 1-3) they feel is out of harmony with the Nazorean ideal.

ARTICLE V
Officers -Responsibilities,
Rights, & Authority
Officers of the Nishimtaya
and Manaya, or Amunil Order, over all stakes, are:
-
Imam, being the Presiding
head of the Order: Senior Abba or Amma. The Senior Abba or Amma shall be
the spiritual leader and chief executive officer of the Order, He or She
shall proclaim the Nazirutha through preaching, teaching, working with
Order groups and committees, and through personal conversation. He shall
supervise all services of worship, administer the Sacraments, show pastoral
concern particularly for the sick and troubled, and share with people of
the Order in a growing understanding of the Nazorean faith and its relevance
to life situations. He or she shall look to the Order's Messenger, Monastic
or Listener's Boards for advice and support in fulfilling these duties.
He shall be a resource person for all Order groups in making the Order
an effective servant to Hiya's will. He or she shall make an annual report
to the Order Membership and shall select the other 7 officers to function
under and in their behalf.

Imam's Assistant:
Associate Abba or Amma. The Associate Abba or Amma shall work under the
direction of the Senior Abba or Amma, in consultation with Messenger council,
sharing in the administrative duties of the Nazorean realm. They may make
annual reports to the Order Membership, via their 5 Helpers, upon
request.

Column: Completes
the ruling Triad and succeeds them upon joint demise.
-
5 Helpers: There are 5 other
designated Amunil officers ruling over the Manaya: Each may be under a
particular mandate from Abba or Amma, and have no specific duties per sea,
but may be assigned any duties not performed by the upper 3 Officers:

and Abbesses of each monastery, and their 30 assistants from the Council

ARTICLE VI
Order Councils
Purpose and Powers
5 Major Councils exist
in the Order of O:N:E:

Council of 3 - Imam or Triad,
assisted by 5 Helpers

Council of 12 - consisting
of one 30th Gate Abbot or Abbess representative of each of the 12
Stakes
-
Council of 72 - consisting
of six 24-29th Gate Officers from each of the 12 Stakes.
-
Council of 360 - consisting
of thirty 22-23rd Gate Officers from each of the 12 Stakes.
-
General Council - consisting
of all male and female Electi from the 21st Gate (Lay Monastics).
Tenure.
The Triad, and Five
Helpers, of the Amunil Order shall hold office for life.
The Ab and Am of the
Monastic institutions are appointed by the Triad or Helpers, for 7 years,
with 30 assistants annually appointed by them.
The Council of 72 are
appointed semi-annually by the Council of 12.
The Council of 360 are
appointed annually by the Council of 12, and shall each hold office
for one year and thereafter until their successors are chosen and qualified,
unless dismissed by the acting Ab or Am in the interim.
Resignations.
Any Officer or Council Member may resign by giving written notice of his
or her resignation to the Council that appointed them and their resignation
shall become effective at the time specified therein.

Meetings of the Triad Meetings
of the Board of Trustees shall be held at their discretion.
-
Meetings of the Council
of 12. Regular meetings of the Council shall be held annually, except as
the Council shall otherwise Order.
-
Meetings of the Council
of 72. Regular meetings of the Council shall be held annually, except as
the Council shall otherwise Order.
-
Meetings of the Council
of 360. Regular meetings of the Council shall be held in the event of extreme
emergency threatening the survival of the Order.
-
General Council - consisting
of all male and female Electi from the 21st Gate. This council has the
right to decide all order business when no higher councils or officers
exist.
Quorum Requirements.
At all meetings of quorums, other than the Triad, two-thirds of the full
quorum number then in office shall constitute a voting quorum.
Trustees. At all
meetings of the Board of Trustees, the acting Abbot or Abbess shall constitute
a quorum.
Proxies. Vote
by proxy shall be permitted only by standby officers fully recognized by
the Council in question to act on behalf of the missing officer.
ARTICLE VII
Council of 3
Purpose and Powers
Structure of Council
of 3. Imam or Triad, assisted by 5 Helpers: Board of Messengers, or
Trustees: Presiding body of the Higher Amunil level composed of 3
Standing Ones and 5 Helpers drawn from the Mana & Nishimta Gates 31
through 50. The Board of Trustees shall consist of the Amma and Abba of
the Order, and any other protege trustees they shall see fit to appoint
or disappoint at will, up to the number of one other Column Standing One
and 5 Helpers. In addition, the Senior Imam shall serve as final decision
maker of the Board of Trustees and can stand alone in this council. The
Imam shall serve as Chairman of the Board of Trustees for life.
Purpose. The Board
of Trustees shall hold and administer all of the real property of the Order
and all of the personal property of the Order held by it as permanent endowment
funds (excepting those minor funds held by the Board of Monastics), and
the Board of Trustees shall through prudent action provide continuing financial
support for the Order and its outreach.
Duties. In addition
to being charged with responsibility for all of the real estate holdings
of the Order, including those holdings used for monastic life and other
church-related purposes, and in addition to be charged with the investment
and reinvestment of the Order endowment, the Trustees shall have the following
duties:
They shall from time
to time distribute aportion of the investment income from the Order
real estate and endowment funds to the Abbotts and Abbesses of the Order
as requested from time to time by the Council of 12.
The Trustees shall hold
and administer any gifts, tithings, grants and Contributions made to the
Order or made to any other church-related groups.
Powers. In addition
to those powers which are otherwise authorized by law, the Trustees shall
have the following powers:
They may employ, and
at their pleasure remove, such persons and agents as they in their sole
discretion may deem necessary for furthering the purposes of the Order.
They may accept and
administer gifts, contributions, or grants from any source and determine
in their discretion whether such gifts, contributions or grants shall be
added to the principal of the endowment fund or added to the fund to be
used to pay operating expenses of the Order.
They may borrow money
on such terms as they deem proper and they may guarantee or assume the
debts of others, as they deem advantageous or consistent with the purposes
of the Order.
The Trustees may
participate in fund raising and capital gift campaigns, and further they
may establish, engage or assist organizations for the purpose of raising
funds, such funds to be used for the benefit of the Order or the general
welfare of humanity.
They may buy, sell,
lease as lessor or lessee, mortgage, encumber, exchange, or otherwise sell
or deal in or with real or personal property, or any interest therein,
of property held by them.
Upon demise of the acting
Amma or Abba, the surviving Amma or Abba shall become acting Amma or Abba
and ultimate Trustee. Upon the demise of both these officers, the Column,
and then the 5 Helpers, and then any protégé trustees, according
to seniority of appointment or allotment, shall succeed them as acting
Abbot or Abbess. In the event of the untimely demise of all acting trustees
and protege trustees, Trusteeship shall be transferred to that individual
of the Council of 12 who receives the majority of votes by vowed members
of the Nazorean Monastic Orders. If less than three vowed monastics exist,
then a general vote of all resident members of the main enclave of Nazoreans
shall have power to appoint an acting Trustee.
Helpers:
-
1st Helper: Prior Rba.
The Coordinator, a Great Prior or Great Prioress, shall see to the general
management of all levels of the Order, under the supervision and mandate
of the Abba or Amma or Child. May administrate at all general meetings
of the Order, letting the higher officers take a more passive role. He
or she may travel from Stake to Stake, setting in order that which is lacking.
This officer shall be assisted by an officer in each of the 12 Stakes.

2nd Helper: Treasurer
Rba. The Treasurer, subject to the control and direction of the Imam. He
or she shall receive, hold, and disburse the current funds of the Order
under direction of the acting Amma and Abba. He or she shall keep or cause
to be maintained accurate books of account of all of the financial transactions
of the Order charged to him or her. All assets of the Order in this ones
custody shall be at all times subject to the inspections and control of
the Imam. He shall be assisted by an officer in each of the 12 Stakes.

3rd Helper: Clerk
Rba. The Clerk shall issue an updated Shawui Calendar each year, deal with
records pertaining to individual members, and issue notice of all meetings
of the Order and Councils and shall keep a record of all such meetings.
He shall see that a copy of the minutes of all important meetings of the
Order shall be placed on file. He shall have the custody of the record
books of the Order with the addresses of all members of the Order including
dates and modes of admission and termination of membership. He shall keep
a register of all baptisms, marriages and funeral services, and excommunications
performed by the Order. He shall be assisted by an officer in each of the
12 Stakes.

4th Helper: Historian.
The Historian shall have the custody of all manuscripts, historical records
and literature, and similar historical material belonging to the Church;
shall deal with records pertaining to the Order as a whole, shall keep
a record of all events in the history of the Order or relating to it which
may be of interest for purposes of preservation; and shall be responsible
for noting significant anniversaries in the history of the Order and calling
them to the attention of the Order for purposes of observance. For these
purposes, the Historian and the Order Clerk shall coordinate their Work
in the keeping of the Order records. He shall be assisted by an officer
in each of the 12 Stakes.

5th Helper: Librarian,
Preserver of the Sacred Texts, and Keeper of the Secret Scrolls. He shall
be assisted by an officer in each of the 12 Stakes.
ARTICLE VIII
Council of 12
Purpose and Powers
Structure. The
Abbot (Ab) and Abbess (Am) are appointed by the Board of Messengers for
a seven year term, and shall annually appoint 30 lower officers to assist
them. The Council of 12 consisting of one 30th Gate Abbot or Abbess
representative of each of the 12 Stakes, and must be half female. Presiding
body of the Middle Monastic Electi level composed of Ruha Gates 21 through
30. The Council of 12 shall consist of 12 male or female representatives,
one from each Stake. These Abbot (Ab) and Abbess (Am) being appointed by
the Board of Messengers for a 7 year term. This council has the duty to
provide for the physical acquisition, upkeep, and temporal continuance
of the property and monasteries of the Order. Final decision on all major
expenditures must be validated by Imam.
Purpose . The
Council of 12 shall exercise all the powers of the Order except as are
required by law or these by-laws to be otherwise exercised. The Abbot and
Abbess are responsible for fostering the overall monastic life of the Order
in their Stake; for the formulation and implementation of Monastery policy;
for promoting coordination of the activities of the various boards and
organized groups of the Monastery; for promoting and encouraging channels
of communication throughout the 12 Monasteries; for financial resource
planning and allocation; for maintenance of properties and equipment; for
periodic review of all Monastery functions; and for both short and long
range planning. The Council of 12, as the responsible body for the operation
of all the Monasteries, shall be receptive to any expression of concern
made by any member of the Monastery over any activity associated with the
Monastery, and it shall insure that a proper disposition of such matters
shall take place promptly. Upon request, it shall seek to make full and
prompt disclosures of its activities to the Membership at any properly
called meeting of the Monastery, in addition to its regular report to the
annual meeting.
Powers and Duties.
Except as Otherwise provided for by these by-laws, the Order's Monastery
Board shall have the following powers to be exercised in furtherance of
the purposes of the Monastery:
The Council of 12 may
by a vote of two-thirds of all its members then in office passed at a meeting
called for that purpose suggest that any permanent funds or other property
in the care and custody of the Trustees be applied in such manner as the
Council may specify but no such vote shall be binding if the Trustees do
not concur nor if the proposed application would be in any manner inconsistent
with the Trusts or other restrictions to which the property in question
may be subject.
It shall have power
to make all such contracts and agreements in behalf of the Monastery, as
it shall deem necessary for the achievement of its purposes.
May employ, and at its
pleasure remove, such persons and agents as it in its sole discretion may
deem necessary for furthering the purposes of the Monastery.
It shall determine the
duties, in addition to those fixed by the by-laws, of all officers, agents,
and servants of the Monastery, and the compensation, if any, to be paid
them.
It may accept and gifts,
contributions or grants from any source, but must turn them over to the
Imam.
It may establish, engage,
or assist organizations for the purposes of raising funds, such funds to
be used for the benefit of the Monastery.
It may, with permission
of the acting Abba or Amma, buy, sell, lease as lessor or lessee, mortgage,
encumber, exchange, or otherwise sell or deal in or with real or personal
property, or any interest therein, of the Order held by it; provided that
the action is approved by the Board of Trustees.
It may establish and
may change temporary committees and rules and appropriate to assist the
Order in from time to time such permanent and regulations pertaining thereto
as it deems the conduct of its affairs.
It shall approve all
proposed and final budgets submitted to it by the lesser Committees, making
such changes from time to time as it deems appropriate, and the Imam may
deem appropriate.
Officers of the Monastery
may simultaneously hold tenure in the Manichaean Orthodox Church if such
is thought wise by the acting Amma or Abba of the Order.
ARTICLE IX
Council of 72
Purpose and Powers
Structure. - consisting
of six 24-29th Gate Officers from each of the 12 Stakes. This council
has the obligation of promoting the Naziruthian Covenant in the world.
This Nazorean Outreach Committee:
Purpose. The Nazorean
Outreach Committee shall encourage the membership of the Order, individually
and collectively, to contribute human and financial resources to the Church's
Mission to the local, national and international communities.
Membership. The
Committee shall consist of a Chairman who shall be elected at the annual
meeting of the Order Membership and three (3) or more persons elected for
a one (1) year period from time to time by the Order Council. The Napshaya
and such other persons engaged to assist The Nazorean Outreach Committee
in its function shall serve as non-voting members of the Committee.
Duties. In the
furtherance of its purposes and not in limitation thereof, The Nazorean
Outreach Committee shall have the following duties and powers:
It shall promote and
support the Nazorean Mission of the Order through denominational and ecumenical
projects and other appropriate programs. Such support, subject to such
rules and limitations as may be established by the Order Council or the
Order membership, may be given from time to time through the writing of
letters, attending legislative hearing, asserting moral positions on political
issues, the disseminating of information of social and Nazorean significance,
and the collecting of signatures on petitions.
It shall review and
evaluate outreach opportunities and make recommendations to the Order membership
and Council regarding the same.
It shall recommend programs
to the Order Boards which may be undertaken by the Order membership in
accomplishing the purposes of the Committee on the local, national and
international levels.
It may, with the consent
of the Order, conduct special mission fund drives within the Order.
It shall submit a report
at the annual meeting of the Order membership describing the total outreach
of the Order and its related organizations to the local, national and international
community.
ARTICLE X
Council of 360
Purpose and Powers
Structure. - consisting
of thirty 22-23rd Gate Officers from each of the 12 Stakes. This
council has the obligation of performing rites and ceremonies for monastics.
Its 30 members form the 30 assistants to the Monasteries Abbacy. This Nazorean
Education Committee does the following:
Purpose. The Nazorean
School of the Prophets shall provide programs which introduce and promote
growth of persons into the life and mission of Nazorean faith for the development
of a loving, caring relationship between persons in the home, Order, community
and the world.
Membership. The
Committee shall consist of a Chairman who shall be elected at the annual
meeting of the Order Membership and three (3) or more persons elected for
a one (1) year period from time to time by the Amma and Abba. The Napshaya
and such other staff members engaged to assist the Nazorean Education Committee
in its function shall serve as non-voting members of the Committee.
Duties and Powers.
In the furtherance of its purposes and not in limitation thereof, members
of the Council of 360 shall have the following duties and powers:
It shall sponsor and
promote adult education programs within the Order.
It shall control, through
its agents, the activities of the Religious Schools, other religious education,
Confirmation education and teaching training programs operated with the
Order.
It may, with the approval
of the Order Council, engage a Director of Nazorean Education and such
other personnel as may be necessary to assist the Committee in the discharge
of its function.
It shall render a proposed
budget of its projected expenses to the Finance Committee at such time
as designated by the Chairman of the Finance Committee.
They shall administrate
the Nazorean communities not under direct jurisdiction of higher Orders.
They shall assist the Napshaya and Tarmidaya in the preparation and
administration of the Nazorean rituals and feasts.
They shall counsel with
the Napshaya and Tarmidaya regarding policies and practices in respect
to worship services and the general religious life of the Order.
They shall hold and
administer the Napshaya Fund in the furtherance of the purposes of the
Order, including the providing of confidential monetary assistance to needy
members of the Nazorean communities and congregations.
They shall give or provide
for counseling services to members of the Order.
They shall arrange for
confidential hearings, of problems involving Tarmida, staff members and/or
members of the congregation and after consultation take such action as
they deem appropriate.
They shall act on recommendations
of candidates for Order membership presented by the Tarmida.
Any member whose whereabouts
cannot be ascertained or who willfully neglects his obligations of membership
as stated in Section 3 shall upon recommendation of the Board of Listeners
by transferred by the Clerk to the inactive roll. At any time, by recommendation
of the Board of Listeners, such names shall be returned to the active roll
by the Clerk. The Board of Listeners shall review the roll of active members
for such purpose annually. Persons remaining on the inactive list for more
than three years may be dropped from the Order mailing list, but only those
members shall be dropped from the inactive membership roll who have died
or whose withdrawal or resignation from membership has been reasonably
ascertained.
They shall work for
the recruitment of new members and participate in the effort to assist
them to become incorporated into the life of the Order.
They shall provide for
the ushering activities at all public worship services and shall appoint
the head Usher.
They shall supplement
the work of the Church's social workers, if any there be.
They shall uphold and
explain the policies and practices of the Order Council and acting Amma
and Abba, making applicable those principles of higher Orders practical
for those in the Manichaean Essene Church of Yeshu and Miryai.
It shall render a report
to the Order Membership at the annual meeting and it shall render such
further reports as the Order Council may from time to time request.
ARTICLE XI
Miscellaneous Provisions
Dates & Calendar:
The fiscal year of the Order shall be the period ending on the Shawui Easter
of each year, defined as the third quarter moon after the first new moon
after the spring equinox. All datings in official documents shall be according
to the Shawui calendar, if not otherwise noted. For convenience sake, the
secular year shall be understood unless otherwise noted.
Seal. The corporate
seal of this Order shall consist of a whirling hexegram and/or the 3 runged
Ankh.
Evidence of Authority.
All authority to celebrate rituals and sit in council shall be accompanied
by a written document signed by the head of the Listener level for Listeners,
Ruhaya level for Monastics, and by the Imam for Amunilaya.
Sexism: No worthy
officer or member shall be discriminated against because of either sex
or race and officers are to see that the various quorums are not unbalanced
as to gender.
Founder: The first
acting Abba and Imam of the Order of Nazorean Essenes is Davied Israel,
also known as Abba Yesai Nasrai, who as founder, shall hold this office
and Trusteeship until his demise at which time the second in seniority
in the Board of Trustees shall succeed him.
Amendments: Any
of these By-laws may be altered, amended, or repealed by the acting Abba
or Amma, provided that they do not take affect until the following Easter.
A text of the proposed amendment or motion to repeal shall be stated in
a written notice and reasonably made available or circulated. Ten (10)
days prior to the date of the new laws the Council may offer a vote of
confidence and give their last counsel. The acting Imam has full
authority to make amendments with or without the support of all other officers
or councils.
